Although I'm no Emily Post, I do believe your mom is correct. If both parents are paying then both parents are hosting....if they are hosting, both should be acknowledged as such on the invite.

Don't worry about losing extra weight, you usually go for at least 3 fittings. They can always take the dress in a little more.
